Police; COPA; Public Safety



Anthony Driver Jr is up first, he talks about the 9/19 first public meeting, which will be held at Malcom X Community College.

Jorge Montes, is up in regard to review 22-18, and 22-19. COPA recommended a police officer be suspended, for using excessive force, and did not use their body camera.
Montes finds COPA in the correct, and the officer will be suspended, and the second officer reprimanded.

President of the Police Board Ghian Foreman, asks about petitioning.
Driver Jr. Said that petition has already begun, and will run through mid November.

The minutes from the August meeting are approved. The next meeting will be held 10/20.

The board in closed session determined an action for case 21PB 2995 in regards to officer Sheldon Thrasher.
The board votes unanimously to find him guilty for using deadly force against department protocol.

Comissioner Block in regards to case 22-17, also sides with the COPA admin, though the video was poor and the details were not clear.

Eric Carter First Deputy is up.
He highlights the department hiring more police officers. 70% of the police department’s new recruits are POC and 20% are women.
He also highlights operations against gang members, and street racing.

Deputy COPA admin is up. He reports that COPA received around 560 cases last month, with around 430 being within COPA’s oversight. 40% of those cases involved 4th amendment violations

COPA has had 0 new video releases in pursuant to the city policy, though last week a video was dropped (though it is part of the current months admin schedule)

Jay Westensee is the man speaking for COPA, he says that as budget season starts, COPA is focusing on getting a budget to better expand transparency programs.


A representative of the youth council is up. She says the youth council is focusing heavily on outreach right now.

Tameka Holt is up. She is speaking on behalf of the Hendrixs Family. For Treasure Henrdix who was found dead in a police officers RV

She says that she is seeing a surge in black women dying and “coming up dead in trashcans” and that there is no investigation

Ghian Foreman asks who is supposed to investigate this.
Tameka says that no one has contacted the family, no one has talked to the family, and no one has conducted any sort of investigation.

First Deputy Carter says someone will reach out and look into it

Yesina Puebla is up. She is speaking about the case of Officer Solano’s murder of Anthony Alvarez. The case was decided by a single member of the board that was randomly selected.

Ghian Foreman explains that this case was decided by a single board member Block. He says that if she has a problem with the process she should try and change the process.

Another member of the public Cameron, (last name was blury) also speaks similarly on the issues with the way the Police Board handeled murder of Anthony Alverez by CPD officer Solano

Ghian Foreman, says that if Cameron read the decision he thinks the evidence speaks for itself.

Kameron says that he did read the report, that Supt. Brown, violated policy, and that the lack of statements taken from the officers allowed for office collusion. He says that Chicago Police can kill whoever they want.

The last speaker goes on a rant about the patents not available to the ‘goyem” and that Robert J Moore never tried to commit suicide.

Lolita Hendrix is up. She is also speaking on the death of Treasure Hendrix.
She says that the police department has not looked at the case.

She says that officer that handled the case was the partner of the person that the family suspects killed treasure.
