3rd PDC: CPD may not need to be involved in parking violation enforcement, a study says. CPD say it will work with the community to learn more, community members left doubtful.
Expected attendees are council members Kenya Franklin (Chair) and Janice Jones (Community Engagement). In addition to guest speaker Alexander Perez (Community Engagement Member of the 2nd Police District Council).

April minutes were approved. The May meeting was cancelled.
There is a town hall with public comment on Aug 29 at the Gary comer youth center at 6pm. Topics include federal funding and immigrant support. This town hall will replace the August meeting.
Community Engagement update: The council will be starting community listening sessions throughout the 3rd district.
Vote for Ms. Franklin to be the interim nominating committee
Alex is introducing the workforce allocation study and is giving an overview of the program, prepared with handouts
This study addresses current challenges of lack of cohesive vision for community policing and an unclear definition of community policing

The care program (for mental health related calls) only operates in 7 communities on Monday-Friday, according to Mr. Perez
Mr.Perez notes that community members want to see more CPD officers walking the beat and being more involved in the community outside of just responding to emergencies
Mr Perez provided a police envalentonado worksheet that gets community member feedback, allowing attendees to submit them to their local police council
Regarding the care program: it’s not certain but it has a team of 4-5, that now does not include a law enforcement officer as of roughly 4 months ago
Ms. Franklin thinks they should continue doing a blended model (mental health professional with a police officer) while Ms. Jones thinks this current make up makes more sense as it frees up more officers for the calls they’re more need for
According to the study it’s been found that CPD may not need to be involved in parking violation enforcement, moving the enforcement to a more civilian role
There are 3 pillars that came out of the preliminary conversations of the study: Heartset, Mindset, and Skillset
It’s been noted that the community survey’s original deadline was today (June 27th), but Mr. Perez said he’ll get an extension on the deadline
A community member (an IT professional) is curious how the community engagement questions will actually be studied and the data aggregated, showing skepticism on if CPD will even be able to analyze the data
In terms of the council Mr. Perez CCPSA says there’s a working group that studies that data on the Council’s end. However, he can’t speak to CPD
The community member is still skeptical that CCPSA will be able effectively collect and analyze the data
The community member would like to see a relational database, ideally public, to make the data more accessible. This database should have been in place before the study began
Mr. Perez disagrees with the community member because the CCPSA is a new body. However, the community member pushes back saying with the CCPSA is a new body, the issue about not having a database is an old problem.
The community member is also skeptical about the 3 pillars mentioned above and whether CPD and its officers had the capacity to change to that degree

Mr. Perez believes that CCPSA and community members will bring about the change noting that they had to fight with CPD to be apart of the study
Ms. Franklin is attesting to the fact that the working groups within CCPSA are putting in the work and hours to go through and analyze the data
They put together a two page recommendation based on results from the study
Regarding the listening sessions: they are not fully formalized but tailored to the areas.
It’s unclear how the members will be invited
The same community member worries that without a clear way to invite community members, it will become exclusive
