We're currently watching a student interview on the screens. We have not seen the posting of the colors so I believe we've not fully started the session yet.


Meeting Start: 6:04 PM with the posting of the colors by Arsenal Tech JROTC at the direction of the board president.

We will begin with the Call to Order which includes the pledge, roll call, and adoption of the agenda.

For those in attendance there is a sign language interpreter and Spanish language headphones.

Special Recognitions begin with acknowledgement of the state runner-up Crispus Attacks basketball team.

IPS Athletics Middle School District All-Academic Honors Honorees. Details are at the link in the board docs that I linked to earlier.

Dr. Megan Carlson is recognized as School Nurse Administrator of the Year by the IN Association of School Nurses. Her list of accomplishments are a mile long and her service is to be commended. She receives a plaque and an award to be delivered at their convention.

IPS Retirees Karla Reilly (Instructional Coordinator) & Kathy Heimansohn (Science Teacher) are recognized for their 41 & 20 years respectively.

Next up: IPS Graduate Spotlight with Lori Armstrong, College Specialist, Shortridge High School presents the students who will share their stories. The link to their names and schools is included in the agenda.

Commissioner comments heaped praise on the students for their accomplishments.

Commissioner Star is overjoyed with the conversion of IPS 102 into "The Spot" community resource center. The needs that are being addressed by this conversion are endless and stands as a shining star for the Far East Side.

We're entering the Public Comments portion of the meeting. We have no written comments and only in-person comments tonight.

Currently we're hearing a presentation on the Student Records Management Update from Brandon Sweeney.

The Student Records Management team is being presented the first ever certificate for Outstanding County Records Management from the Indiana Archives & Records Administration

Postsecondary Updates is up next with Mel Coryell, Executive Director of Postsecondary Readiness. Her slides are linked in the board docs.

6.03 IPS Health Services 2020 - 2025 Presented by: Dr. Megan Carlson DrPH, MSN, RN, PPCNP-BC


Commissioner Impink asked if the 75000 visits are all individualized visits or repeats for the same issue and the answer was that they number is for individual, specific issues and not repeats in the same day for the same boo boo.

When asked, Dr. Carlson reassured the board that with all the free access to vaccines, the $300,000 grant along with current funding is enough to operate optimally. However, all extra money is welcomed 😉

6.04 Rebuilding Stronger Metrics May 2025 Update with Phil Gonzalez, Portfolio Strategy Analyst

Measuring the impact of RBS allows IPS to celebrate positive impacts on the student experience and also provides an opportunity to reflect on our core values of racial equity and continuous improvement.

Principal Lipscomb is reporting on the impact of Guiding Principal 5: Instability on Brookside School 54

Attendance is up, suspensions are down, and parent/family involvement is vastly improved at School 54.

6.05 Quarterly Finance Update by Weston Young, Chief Financial Officer

At this time, there are no plans on a budgeting committee that includes members of the public.

Commissioner Star asks is there a world where we have a community committee around referendum building for the district. Young would make himself available.


In an effort to align the district Capital Asset Policy to the state, the finance team is proposing an update to the districts internal policy. The adopted capital assets policy details a $5K threshold at which an item is considered a capital asset, but the finance team..

intends to move to a $10K threshold. The $10K threshold is a guideline used by state and local governments in Indiana. This means that assets with a unit cost of $10k or more must be capitalized, while those below this threshold are expensed.

The finance team also improved language to be concise and provide clarity in the policy. The policy will sit for 30 days before the administration requests for Board approval


8.02 IPS Artificial Intelligence Journey and Policy Proposal with Ashley Cowger, Chief Systems Officer. Topic: The Board will receive an overview of the IPS Artificial Intelligence Journey and proposed district AI Policy.


Commissioner Thomas visited 3 high school graduations over the weekend. The Phalen Virtual School was a unique experience. The parent-students were extra special.

Most of these graduates were entering high school during the pandemic so their journey is unlike any other.

9.02 Superintendent Comments She’s thankful for the support she received during the time of losing her nephew. Spending time at Arlington gave her joy during her tough time.

Sorry, those were comments from the president. The superintendent thanks the teachers of the year at their school levels. These 2 are eligible for state teacher of the year. She recognized several other teachers including her child’s teacher Mr. T at Shortridge.
