Public service committee OKs Tree Commission expansion plans

Jeff Fusco (council at large) started the meeting at 1:01 pm with all members present The previous meeting minutes passed unanimously Fusco said the items up for public hearing will not be voted on until the 5 pm public hearing

Mike Antenucci (Zoning Director) said item 1 is a conditional use permit (allowing for an exception to a certain zoning requirement) an extra driveway at 1395 Superior Avenue He said the driveway started construction last year without permits

He said the traffic engineer and planning commission recommend against the permit The petitioner said the driveway is for safety purposes. Superior Avenue "had 113 accidents" according to the petitioner He said other options wouldn't be safe and would be too large

Margo Sommerville (council president and ward 3) encouraged planning staffers to go to the site She said that a house "not even 10 doors down" has two driveways. She said they should grant a permit to be equal with neighbors and due to nearby traffic concerns

Phil Lombardo (ward 2) asked why the planning department is recommending against the permit Antenucci said it is based off advice from the traffic engineer and it is too close to the intersection with Thornton Street

A staffer said the driveway around the corner does not look to be permitted Fusco said they will likely take time on the item tonight so they can go out to the site

Antenucci said item 2 is a conditional use permit for a commercial garage at 649 Flora Avenue The proposed garage would be an office for an adjacent property where the petitioner stores construction equipment and there will not be employees in the garage

Boyes said she spoke with a neighbor across the street who had concerns about the visual impact of the structure

Antenucci said item 3 is a conditional use permit for Klutch Cannabis for a dual use cannabis facility at an existing medical marijuana facility at 1055 home avenue to sell adult use cannabis klutchcannabis.com

The petitioner said since there are no state guidelines for specific adult use products, they will sell medical products as adult use products for now Lombardo said he is "definitely in favor" of this

Antenucci said item 4 is a conditional use permit for a dual use cannabis facility for Parma Health Center LLC at 10 S. Canton Road He said this will remodel a former store to be a dispensary and repave the parking and repaint the building pitchbook.com/profiles/compa…

He said the petitioner expects 14 employees which leaves 25 parking spots for customers "which is well above the zoning code" He said planning staff and commission recommend approval

Omobien asked what regulations are in place for cannabis facilities Antenucci said that the city requires cannabis facilities to get a conditional use permit and that all can abus facilities in Akron meet zoning requirements

He said if conditions are violated the city will fine the property owner and council can revoke the conditional use permit

Antenucci said item 5 is a conditional use permit for a dual use cannabis facility at 1956 S. Main Street for Galenas LLC to allow for adult use sales at the existing 2 story facility

Antenucci said item 6 is a conditional use permit for a dual use cannabis facility at 844 E. Tallmadge Avenue for Ayr Wellness Inc which would allow for adult cannabis sale He said there will be no changes to the current facility ayrwellness.com

Antenucci said item 7 is a conditional use permit for a dual use cannabis facility at 1568 E Archwood Avenue for Culture Retail Partners of Ohio to sell adult cannabis products He said they employ 15 full time staff and they haven't received cultureofakron.com

He said there haven't been any complaints about the current facility and the planning staff and commission recommends approval Nobody was present to speak about the proposal
