The Civilian Office of Police Accountability (COPA) will begin to address aging cases, starting July 1.

- A member of the non-citizen advisory council talks about a recent move by Gov Pritzker which will leave some undocumented immigrants without benefits starting July 1. They urge the governor to reconsider this action.
- Speaker talks about recent FOIA request to CPD regarding a list of banned organized groups, but CPD apparently said they couldn’t find such a list.
- 17th district speaker talks about conference in community policing and asks for funding.
Next order of business is regarding filling a vacancy on District Council 001.
30-day application window. Interviews were conducted, and CCPSA is ready to propose their candidate to the Mayor. The motion passes.
Next, affirmation of District Council position assignments. Motion carries. Positions are officially affirmed 30 days after initial decisions.

CCPSA discusses surveys that went out to CPD personnel and sgt/lt engagement sessions.
There have been multiple interviews conducted with top Supt candidates. Top three candidates presented to the mayor will be decided in a closed meeting. Nomitations are due July 14. Selection is due Aug 13 or mayor can reject (and say why) the candidates.
If the Mayor rejects CCPSA’s three Supt candidates, they must select three new ones.
CPD goals update:
- Pursuing Supt goals even through the turnover
- Received officer wellness strategy from CPD
- CPD says group of officers close to completing U of C program
- CPD says they have distributed guidelines regarding treatment of migrants

Police Board says they’ve been working on improving processing tempo for their cases (goal 5).
Police Board says they are meeting goals regarding posting information on meeting attendance. Police Board website has FOIA portal requests and response status, decisions, and charges against officers.

COPA Chief Administrator Andrea Kersten says that COPA used to lack community trust. Tremendous strides have been made in last 6 years.

July 17 - COPA will launch 2023 timeliness initiative to address aging cases.
- ~ 1400 open cases.
- Will look at cases older than 2 years.
- Oldest case is 4 years.
- Past practice is highly relevant
- COPA says timeliness is significant hindrance to disciplinary action
Kersten says every case deserves swift resolution and introduces the unit that will be working on the timeliness initiative. No officer involved shooting will be included in this process (among other exceptions such as Rule 14 cases).
Kersten says this process can help COPA develop a better sense of case priority.
Kersten says average case lifetime is 2 years. The goal is for case time ceiling to be 2 years.
COPA will publish a public dashboard with data from cases considered in the timeliness initiative.

Community Commission for Public Safety and Accountability
In July 2021, the Chicago City Council passed an ordinance creating a new model for police oversight, accountability, and public safety. The ordinance creates two types of bodies: a citywide Community Commission for Public Safety and Accountability, with power to advance systemic reform, and District Councils, which will be elected in each police district and work to improve policing and public safety in the district. The Commission and District Councils will bring police officers and Chicago residents together to plan, prioritize, and build mutual trust; strengthen the police accountability system; give Chicagoans a meaningful new role in oversight; and explore and advance alternative effective approaches to public safety.
