Cleveland City Council is the legislative branch of the government of the City of Cleveland in Ohio. In this meeting, residents may address council with public comments, and council typically introduces legislation and votes on legislation. Council does not typically discuss legislation in detail at this meeting; that happens in council’s committee meetings.

There are 17 elected Cleveland City Council members representing the 17 wards of the City of Cleveland. Each ward has approximately 25,000 residents. Council Members are elected to serve a four-year term. Council members serve two roles in their duties: to draft and enact legislation for the city of Cleveland and act as ombudspersons for their constituents.

As always, we'll start with public comment! Matthew Ahn is up first to talk about ward re-districting. He states that it is obvious when maps are drawn to protect incumbent councilmembers, and that drives down voter turnout because it erodes public trust.

The next commenter is speaking on the Browns stadium, stating that the city should not pay towards the new stadium. He also recognized that council is losing a "faithful, honest, decent" councilmember as Jenny Spencer will not be seeking another term. signalcleveland.org/cleveland-city…

Another commenter represented the County Board of Developmental Disabilities and shared the different services they offer - early intervention services, therapy, housing & employment services, and more. They want to make sure council knows these services exist for constituents.

Next up is Minister Kevin Baldwin, who stated he was speaking as a "crisis manager" and shared the need for healing of unresolved & generational trauma in Cleveland's communities. He offered support in going to the drawing board to find solutions.

Another commenter on re-districting, Ted Waddell. He stated his concerns for the rushed timeline for redrawing the wards. He stated the public meetings were shared on short notice & the avenues for providing input was unclear.

Waddell called for another round of public engagement after maps are drawn for Clevelanders to give feedback on. Next Kayla Pincus is speaking on the Community Police Commission. She stated that the commission is meant to have representation from several police unions.

Pincus states that only the Fraternal Order of Police would have representation with the new appointments and would go against the charter amendment. She specifically called for an appointment from the Black Shield Police Association.

Next is Austreeia Everson to talk about "John's Law" which would address challenges seen in juvenile courts. The law would include: - mandatory co-parenting trainings - family support coaches for children going through the system - specialized dockets for kids w/ special needs

The concludes public comment! The Clerk went through communications, and now they are moving to two presentations from CM Conwell. Conwell is recognizing Clevelander Angela Davis who received an award from the President of the US for her work in the city.

The next presentation recognized Sarah Pennant (someone please let me know if I got the name wrong!) who turned 90 years old and has been involved in Cleveland for decades.

Councilmember Spencer is now discussing her priorities for the final 14 months of her time on council. In particular, she highlighted the need for more work to address lead poisoning in Cleveland and resources for families.

CM Harsh is taking the floor to debunk the claim that "2/3 of Clevelanders are functionally illiterate" highlighting that the sources of these claims are outdated, minimal, and racist. "They subtract 48 points from your literacy score simply for being Black."
